Is RCP only suitable for application but IDE?

Well, good question

- as discussing on EclipseZone, I think if it's a IDE for java then it seems I should use Eclipse SDK for a quick staring, but if I want to create a IDE for other language, I still think an RCP maybe more suitable
- as saide by Alex, Eclipse SDK itself can be seen as an RCP
